Ordinary copier paper is sold without any verified permanence specification. Its fibre composition, alkaline reserve, and long-term stability vary from product to product, and nothing on the wrapper tells a household whether the sheet is engineered to retain its properties across decades. Against that stands ISO 9706, the international standard for permanent paper: four measurable thresholds defining stock verified to remain chemically and physically stable over long periods. The honest comparison is not good paper against bad paper but verified stock against unspecified stock — and for the small class of household records whose value depends on the continued existence of the executed original (a will, an unregistered conveyance, a signed guardian appointment), the sheet they were printed on is one of the few protections available at the moment of production.
Why digital is not the solution
Digital preservation faces a different problem: format obsolescence. A file created in 2026 may require migration and maintenance to remain readable over multi-decade horizons. The software that reads it will have evolved or disappeared. The storage medium will be outdated. Digital preservation requires active maintenance: migrating formats, refreshing storage, updating access methods. For institutional archives with dedicated preservation staff, this is viable. For family estates, it is not.
What makes paper permanent
Four measurable thresholds, not folklore. ISO 9706 requires a pH between 7.5 and 10, measured by cold aqueous extraction — acidic paper, its cellulose already mid-hydrolysis, is thrown out by that line alone. It requires an alkaline reserve equivalent to at least 2% calcium carbonate: a standing buffer that neutralises acids arriving from the atmosphere or from adjacent folders and adhesives. It requires a minimum tear resistance, because a sheet that is chemically stable but physically fragile is no use as a record. And it requires a Kappa number below 5 — very little residual lignin, the compound chiefly responsible for the yellowing and acid generation of ageing paper. Held in the same conditions, paper meeting these thresholds keeps acceptable physical and chemical properties several times as long as ordinary copier stock. The preservation literature treats that gap as categorical rather than marginal — while counselling caution about turning accelerated-ageing projections into absolute lifespans, which is why this piece offers no number of years.
The ink problem
Permanent paper with impermanent marking produces an unreadable record. Most consumer inkjet ink is dye-based, and dye inks are markedly less stable than pigment inks: pigment particles are chemically stable in a way dyes are not. The standard that speaks to this, ISO 11798, certifies tested printer-and-toner systems — the imaging permanence of an actual printing route, not a pen category or an ink type in the abstract. For household records the practical answer is a laser-printed original on compliant paper: toner fused to permanent stock is the household route with verified imaging permanence behind it, and laser printers are commodity hardware. Where a document must be signed by hand, use a pen sold against a stated permanence specification — a pigment-formulation ink — rather than whatever is nearest.
What 'archival' actually costs
Archival paper compliant with ISO 9706 typically runs between £0.10 and £0.30 a sheet more than standard copier paper — an indicative order of costs, not a sourced market figure, and it moves with supplier and quantity. Producing a full set of household records on compliant paper therefore adds a few pounds to the whole exercise. The constraint is not cost; it is awareness. Most people do not know permanent paper exists, and the consumer market gives little away — copier paper rarely states pH, alkaline reserve, or Kappa number on the wrapper. The reliable test is the product datasheet: explicit ISO 9706 compliance, stated in terms (the current designation is ISO 9706:2025).
Operational versus archival copies
Maintain two sets. Operational copies on standard materials for convenient access. Archival copies on ISO 9706 paper with pigment-based systems, stored in controlled conditions, rarely handled. The archival set is the fallback when operational systems fail. It is not primary infrastructure — it is the layer beneath primary infrastructure that remains when everything else breaks.
